Ottino’s family has expressed concern about his treatment. “Something went wrong” while he was in government custody, his mother told the Richmond Times-Dispatch in a report released Saturday.

On March 3, Henrico County Police received a report of a possible robbery and named Ilbo Otieno as a suspect in a news release.
Based on his interactions and observations with Otino, police issued him an emergency detention order. Erbo was taken to hospital for tests, according to a news release issued on Friday.
Ottino was charged with multiple charges of “physically abusing a police officer who arrested him” at the hospital and taking Elbo to a nearby prison run by the Henrico Sheriff’s Office.
Shortly before 4:00 p.m. on March 6, officials from the Henrico Sheriff’s Office rushed him to Central State Hospital south of Richmond, according to a statement from Mr. Baskerville.
State police were called around 7:30 p.m. to investigate the circumstances of the death.
Ottino’s body was sent to the coroner’s office for an autopsy, but Baskerville’s statement did not specify the cause of death. Ottino “became aggressive while in the hospital,” state police investigators said.
Virginia State Police spokeswoman Colleen Geller confirmed on Tuesday that the investigation is still ongoing.
She claims state police obtained security footage from the hospital as part of a criminal investigation file. There are no plans to release it at this time.

Seven sheriff’s deputies charged with death penalty
Seven employees of the Virginia Sheriff’s Department have been charged with second-degree murder in connection with the death of Elvo Otino at a state mental hospital last week, local prosecutors said.
Baskerville said seven members of the Henrico County Sheriff’s Department turned themselves in on Tuesday morning. They were taken to a local prison without bail. She did not mention their military ranks in her statement.
Counsel are not listed in court filings for seven defendants: Randy Joseph Boyer, Dwayne Allen Bramble, Jermaine Lover Branch, Bradley Thomas Dees, Tabitha Lenny Levert, Brandon Edwards-Rogers and Kayer D’Azur Sanders.
A hearing on the appointment of an attorney for the case is scheduled for Wednesday morning, according to records.
Henrico County Sheriff Alisa Gregory said the department is working closely with state police to conduct an internal investigation into the incident.
