On March 3, Henrico County Police received a report of a possible robbery and named Ilbo Otieno as a suspect in a news release.
Based on his interactions and observations with Otino, police issued him an emergency detention order. Erbo was taken to hospital for tests, according to a news release issued on Friday.
Ottino was charged with multiple charges of “physically abusing a police officer who arrested him” at the hospital and taking Elbo to a nearby prison run by the Henrico Sheriff’s Office.
Shortly before 4:00 p.m. on March 6, officials from the Henrico Sheriff’s Office rushed him to Central State Hospital south of Richmond, according to a statement from Mr. Baskerville.
State police were called around 7:30 p.m. to investigate the circumstances of the death.

Ottino’s body was sent to the coroner’s office for an autopsy, but Baskerville’s statement did not specify the cause of death. Ottino “became aggressive while in the hospital,” state police investigators said.

Seven employees of the Virginia Sheriff’s Department have been charged with second-degree murder in connection with the death of Elvo Otino at a state mental hospital last week, local prosecutors said.
Baskerville said seven members of the Henrico County Sheriff’s Department turned themselves in on Tuesday morning. They were taken to a local prison without bail. She did not mention their military ranks in her statement.
